Thermal comfort assessment, energy and water compliance, and a registered BASIX certificate ready for lodgement, optimised to meet NSW targets without unnecessary upgrades to your build.
NSW Licensed Builder 258735c · HIA, MBA & APB Member · NatHERS Thermal Modelling · 2–5 Business Day TurnaroundBASIX (Building Sustainability Index) is a mandatory NSW compliance requirement for most residential projects. New homes, renovations valued above $50,000, pools and spas, and dual occupancies all need a registered BASIX certificate before a Development Application or Complying Development Certificate can be lodged.
The difficulty is not understanding that BASIX is required. It is knowing how to meet the energy and water targets without being pushed into expensive upgrades, premium glazing systems, or solar installations that were never part of the original budget.
Generic assessors run the software and issue a certificate. They do not price construction. CKS does. Keiron Moore is a licensed NSW builder with over 25 years of residential construction experience across Wollongong, the Illawarra, and the Shoalhaven. When the assessment identifies a gap, the recommendation comes from someone who understands what that change actually costs on site and what the buildable alternatives are.
Without a compliance partner who understands construction costs, the same set of problems appears repeatedly across Illawarra residential projects:
Builder-led BASIX assessment identifies the most practical path to compliance before lodgement, not after the design is locked.
The CKS BASIX service covers every element of the NSW assessment from initial plan review through to a registered certificate ready for lodgement, with design optimisation integrated throughout so compliance does not become a cost surprise at the end of the process.
From plan submission to registered certificate, the process is structured to move quickly without missing anything that would require a resubmission or create a problem at lodgement.
We review your architectural plans, site orientation, glazing schedule, insulation specification, and proposed systems against BASIX requirements and NatHERS thermal comfort targets to understand where the current design stands before entering data into the assessment tool.
Your project is entered into the NSW BASIX tool and thermal modelling is completed to calculate accurate energy and water scores. We confirm which targets are met by the current design and identify any areas that need adjustment before the certificate can be issued.
Where targets are not yet met, we provide specific, practical recommendations to get there, prioritising the lowest-cost and most buildable changes. You will not be told to install a solar system if a revised insulation spec or adjusted glazing ratio achieves the same score at lower cost.
Once all targets are confirmed, your BASIX certificate is registered through the NSW Planning Portal and issued for your project. The certificate is valid for lodgement with your Development Application or Complying Development Certificate.
The registered certificate and the full list of BASIX commitments relevant to your project are delivered as part of your approval documentation package, ready for inclusion in your lodgement submission and for reference during construction.
BASIX applies to a wide range of residential projects. If your project requires a DA or CDC in NSW, it almost certainly requires a BASIX certificate as part of the application package.
Building a new home or undertaking a renovation valued above $50,000 and needing a compliant BASIX certificate before lodging a DA or CDC.
Managing your own approval and build process and needing an experienced compliance partner who understands both the assessment tool and the construction implications.
Working on residential projects across the Illawarra and needing a builder-led BASIX assessment partner who can provide practical design optimisation input alongside the certificate.
Managing dual occupancy, duplex, or multi-lot residential projects requiring BASIX assessment across multiple dwellings or stages.
Undertaking alterations and additions valued above $50,000, or adding a pool or spa to an existing property, where a BASIX certificate is required before lodgement.
Where plans have changed since a BASIX certificate was originally issued and the current certificate no longer matches the approved drawings or proposed specifications.
BASIX is a compliance tool. The target is to achieve the required score, not to build the most expensive energy-efficient home possible. The gap between those two outcomes is where most BASIX assessors add unnecessary cost to residential projects.
Keiron Moore is a licensed NSW builder, not a software operator. When a BASIX assessment identifies a shortfall, the recommendation you receive comes from someone who has costed double-glazing upgrades on coastal homes and knows what it takes to correctly install a rainwater tank on a sloping block in the Illawarra.
Fast turnaround, typically 2 to 5 business days once final architectural plans and specifications are received. Complex projects or designs requiring significant optimisation may take longer and we will advise you upfront.

Do I need a BASIX certificate for a renovation?
Yes, if the renovation or alteration has a project value above $50,000. Pools and spas also require a separate BASIX certificate regardless of their individual cost. Your architect, draftsperson, or certifier can confirm whether your specific project triggers the BASIX requirement.
How long does a BASIX certificate take?
Typically 2 to 5 business days once final architectural plans and full specifications are received. If the current design requires optimisation to meet targets, additional time may be needed to confirm changes with you and your design team before the certificate can be issued. We will advise you at the start of the assessment.
What happens if my design does not pass the BASIX targets?
We will identify the most cost-effective adjustments to bring the design into compliance. Recommendations are based on what is practical and buildable for your specific project and budget, not a default list of premium upgrades. In most cases, targeted changes to insulation, glazing ratios, or hot water system selection are sufficient without requiring a redesign.
Can my architect or draftsperson submit plans directly?
Yes. Plans and specifications can be submitted by the homeowner, architect, draftsperson, or builder. We work with whoever is managing the approval documentation for your project and coordinate any required design feedback directly with your design team.
Does BASIX replace a NatHERS assessment?
They are related but not the same. BASIX is the NSW compliance certificate required for DA and CDC lodgement. NatHERS provides the thermal star rating used within the BASIX tool to satisfy the thermal comfort section of the assessment. Both are managed as part of the same process at CKS Projects.
What if my plans change after the BASIX certificate is issued?
If changes to the design affect the energy, water, or thermal targets, an amended or new BASIX certificate may be required before construction or before the changes can be approved. Contact us with details of the proposed changes and we will advise whether an update is needed and how quickly it can be turned around.
Send us your plans and specifications and we will confirm what the assessment requires and how long it will take. Most BASIX certificates are issued within 2 to 5 business days. No jargon, no unnecessary upgrades, just a registered certificate ready for lodgement.
