What is council approval management?

One Point of Contact From Lodgement to Stamped Approval

A Development Application (DA) or Complying Development Certificate (CDC) is the formal approval your residential project needs before construction can begin. Getting that approval on schedule requires accurate compliance documentation, coordinated input from multiple specialists, and active communication with your council throughout the assessment process.

At CKS Projects in Wollongong, we manage the full council approval pathway from DA or CDC determination through to stamped plans and conditions handover. Keiron Moore and the team draw on over 25 years of Illawarra building and approval experience to prepare documentation that meets council requirements first time, manage Requests for Information without delays, and coordinate every consultant so you have one conversation, not four.

Whether you are building a custom home in Wollongong, a duplex in Shellharbour, a knockdown rebuild in Kiama, or an addition across the Shoalhaven, builder-led approval management means your council submission is grounded in what can actually be built, not just what looks compliant on paper.

What poor approval management costs

What Happens When the DA Process Goes Unsupported

Without experienced approval management, Illawarra property owners regularly encounter the same set of costly, time-consuming problems:

Experienced approval management prevents each of these outcomes by building compliance into the process from the start, not managing it after problems have already appeared.

What CKS Projects manages

A Complete DA and CDC Management Service for Illawarra Residential Projects

Our council approval service covers every stage from initial site assessment through to approved plans and construction handover, with all specialist coordination managed within the one process.

How it works

The Council Approval Process With CKS Projects

We keep the approval pathway structured and transparent so you always know what stage your application is at, what is coming next, and when your builder can expect to start.

Step 01

Discovery Call and Site Assessment

We start with a free discovery call and, where required, a site visit to review your block, your design direction, and the planning controls that apply. We confirm whether a DA or CDC is appropriate for your project and give you an honest early read on the timeline, documentation requirements, and compliance challenges before any work begins.

Step 02

Pathway Strategy and Documentation

We prepare a clear approval strategy covering your DA or CDC pathway, the full documentation checklist, and the consultant inputs required. We coordinate all specialist documentation, including architectural plans, engineering, BASIX, BAL, and geotechnical reports, and cross-check the complete package for compliance before lodgement.

Step 03

Lodgement and Council Liaison

We lodge your application via the NSW Planning Portal and manage all communication with Wollongong City Council, Shellharbour City Council, Kiama Municipal Council, or Shoalhaven City Council throughout the assessment period. All Requests for Information are handled and resubmitted by our team without creating gaps in your approval timeline.

Step 04

Approval Handover and Construction Transition

Once your DA or CDC is approved, we deliver your stamped plans with a complete plain-English summary of all consent conditions. We coordinate the transition to your Construction Certificate and construction phase so there is no gap between your approval landing and your builder being ready to start.

Is this right for you?

Who This Service Is For

Council approval management is the right service for any of the following residential projects across Wollongong, Shellharbour, Kiama, Shoalhaven, and the broader Illawarra.

Custom Home Builders

You are building a new custom home and need your DA or CDC managed from documentation preparation through to stamped approval, with all council liaison and specialist coordination handled for you.

Knockdown Rebuild Owners

You are demolishing and rebuilding on an existing residential site and need a builder-led approval process that ensures your new design complies with current Wollongong or Illawarra planning controls before significant documentation costs are committed.

Duplex and Dual-Occ Developers

You are developing a duplex or dual-occupancy project and need detailed working knowledge of how Wollongong City Council or Shellharbour City Council interprets dual-occupancy provisions under the local LEP.

Renovation and Addition Homeowners

You are undertaking a major renovation, second-storey addition, or structural extension that requires a DA or CDC, and want experienced management of the approval process so your builder is not waiting for delayed consent.

Complex Site Owners

Your site has specific planning constraints, slope, coastal setbacks, BAL, heritage overlays, or access limitations, that require detailed knowledge of how local councils assess and apply those constraints in their DA determinations.

First-Time Developers

You are managing a residential development for the first time and need expert guidance through the council approval process so your application is prepared correctly the first time, not corrected after lodgement.

Why builder-led approval management makes a difference

Local Council Knowledge Built From 25 Years of Approvals Across the Illawarra

Most council approval management is provided by town planners or documentation specialists who understand the regulatory framework but approach each application as a compliance exercise. What they do not bring is the construction perspective that ensures your approved plans are also practical to build, correctly structured for a Construction Certificate, and free of the design decisions that look compliant on paper but create problems when the builder arrives on site.

Keiron Moore and the CKS Projects team have been managing DA and CDC approvals across the Illawarra and South Coast for over 25 years. We have a working knowledge of how Wollongong City Council planners assess residential applications, what Shellharbour City Council looks for in dual-occupancy DAs, how Kiama Municipal Council applies its heritage and coastal overlay provisions, and how Shoalhaven City Council processes applications for coastal and rural-residential sites. That local knowledge is not something a generalist approval service can replicate.

Over 50 development applications approved across Wollongong, Shellharbour, Kiama, and Shoalhaven councils. Every approval we manage is grounded in construction knowledge, so the stamped plans that come back are ready to build from, not just ready to file.

"Keiron worked with us and the architect with positivity and practical solutions throughout the design process."

Common questions

Frequently Asked Questions About Council Approval

What is the difference between a DA and a CDC?

A Development Application (DA) is a planning approval assessed by your local council, Wollongong, Shellharbour, Kiama, or Shoalhaven, against that council's Local Environmental Plan (LEP) and Development Control Plan (DCP). A Complying Development Certificate (CDC) is a faster alternative available for projects that comply with the NSW Government's State Environmental Planning Policy (Exempt and Complying Development Codes) SEPP. CDC applications are assessed by a private certifier rather than council. Not all projects or sites qualify for the CDC pathway, and one of the first steps we take is confirming which route is appropriate for your specific project and block.

How long does council approval take?

Timelines vary depending on the approval pathway and the complexity of your project. CDC applications are typically processed within four to six weeks from lodgement. DA assessments by Wollongong, Shellharbour, Kiama, or Shoalhaven councils typically take eight to twelve weeks for straightforward residential projects, though complex applications, heritage overlays, or projects requiring specialist referrals can take longer. Poorly prepared applications that attract Requests for Information add weeks or months to that timeline. Well-prepared documentation that addresses compliance requirements before lodgement is the most reliable way to keep the assessment on track.

What documents are required for a DA submission?

The documentation required depends on your project type, site, and council, but a standard DA submission typically includes architectural drawings, a Statement of Environmental Effects, a BASIX certificate, a survey plan, shadow diagrams, and a waste management plan. More complex projects involving coastal properties, sloping sites, bushfire-prone land, or heritage overlays will also require specialist reports such as geotechnical assessments, BAL assessments, flood studies, or heritage impact statements. We prepare and coordinate the full documentation package for your project and cross-check everything before it is lodged.

What is an RFI and how does it affect my approval timeline?

An RFI (Request for Information) is a formal request from the assessing council officer or certifier for additional information or amended documentation. RFIs pause the assessment clock until the information is provided, and delays in responding to them are one of the most common reasons DA approvals take significantly longer than they should. When CKS Projects manages your approval, all RFIs are handled directly by our team. We prepare the required response, update the documentation, and resubmit promptly so the assessment resumes without unnecessary delay.

Can CKS Projects manage the approval for a project where we already have an architect?

Yes. We regularly work alongside architects, designers, and other consultants who are responsible for the design documentation. Our role in those cases is to coordinate the compliance review of their documentation, manage the council submission and liaison process, and ensure that the complete package meets the specific requirements of the relevant Illawarra council before it is lodged. We add the builder's compliance and constructability perspective to documentation that has already been prepared, rather than replacing the design team that produced it.

Do you manage council approvals across Wollongong and the Illawarra?

Yes. CKS Projects manages DA and CDC applications across the Illawarra and South Coast, including Wollongong, Shellharbour, Kiama, Shoalhaven, Thirroul, Corrimal, Bulli, Huskisson, and surrounding areas. We have specific working knowledge of Wollongong City Council, Shellharbour City Council, Kiama Municipal Council, and Shoalhaven City Council assessment processes, officer expectations, and local planning control interpretations. That knowledge directly shapes how we prepare, structure, and present your documentation.
